Police launched a probe into the trio following the 2007 Tour de France, in which Vinokourov tested positive for blood doping.

Mayo tested positive for the banned blood booster EPO while Moreni was found with excess amounts of testosterone in his system.

Police raided the riders' hotels during the second rest day of the Tour in Pau, opening the investigation.

But a lack of evidence and the UCI's reported refusal to hand over the positive blood and urine samples led to residing judge Celine Pages-Couderc to clearing all three riders of any wrong doing, according to the public prosecutor for Pau, Jean-Christophe Muller.

Vinokourov was banned for two years for his part in the scandal, while his Astana team were kicked off the Tour.
