Crosby, the top vote-getter for Sunday's All-Star Game in Raleigh, North Carolina, suffered the injury when he was hit into the boards by Tampa Bay's Victor Hedman on Jan. 5, days after falling to the ice from a blindside hit to the head during the Winter Classic outdoor game on New Year's Day.

"Sidney is making progress in his recovery but still is not completely symptom-free," Penguins general manager Ray Shero said in a statement.

"The Penguins organisation has decided that he will not attend the NHL All-Star Weekend and instead will continue to relax and recuperate in the hopes of returning to our lineup soon."

Crosby, whose overtime goal against the United States won the gold medal for Canada at the Vancouver Olympics last year, has missed eight games and has since been bumped from the top of the NHL's points standings.

The 23-year-old center has still not been cleared to resume physical activity and said there is no timetable for his return to the Penguins, who have gone 4-3-1 in his absence.

While Crosby said he continues to experience headaches, he pointed out that the last few days have been better and the symptoms have not been as intense.

"That's not to say that tomorrow couldn't have more symptoms and things like that. It's one of those things that's hard to really gauge," Crosby said on Monday in a transcript on the team's website (

"But I've been pretty happy with the way I've progressed the last four or five days. Hopefully, it keeps going that way, and it will be sooner than later. But it's still pretty hard to tell."

Crosby, second in the league in scoring with 32 goals and 34 assists after 41 games, said NHL official Brendan Shanahan made it clear he was not expected attend the All-Star Game even though he was unable to play.
