If I'm not mistaken, the issue was brought to their attention by a member of the public therefore duty bound to investigate.
I'm not sure that they are duty bound to investigate because a complaint is made. Do you honestly think they would have taken it this far if a Sunday league footballer knocked on their door on Monday morning and complained that someone had said "f*ck off you b*ack c*nt" in a football match?

Where the evidence is as damning as in Terry's case, they normally press charges.
A good example is the 34 year old woman charged over racist rant in Croydon tram train just recently. In this case, the evidence is also damning and the Police were tipped off by the public.
