I think Drogba should be in the mix. He's scored many important goals for Chelsea this season. Rooney would be a good nomination. As far as I can see the other players in the BPL giving really good performances are the ones that are from teams that are 4th and below. I won't include Liverpool players. Not because I'm a United fan but they've been disappointing for most of the season.
I've not watched enough La Liga and Seria A to comment on their players.
Rooney has been playing better than any other player this season, he has also scored more goals in the league ad world cup qualifying. Drogba having a good season but is not up to rooneys standards.
As for messi, he has been very quiet this season and has not scored as many goals as rooney or drogba for club or country. Ronaldo is definitely in the mix for his goals to games record, but...the world player of the year usually goes to the best player at the world cup or the player who carries his team to the final (at least) of Campions league. eg last year

Personally I think if Rooney can improve on the 2 he scored against milan and finish with 7 or 8 in the ECC he will win the award.

Scoring more goals doesn't mean you are the best. Especially Rooney scored MOST tap-ins or poaching goals this season. Quite unusual for Rooney because there were far too many goals like that for him this season.
Even if Rooney won the best player eventually if his team reach the final, I would still see this as ONE-OFF glory for him. Scoring tap-ins or poaching goals most of the time will not constitute the best in the world.
So, my verdict is....
Rooney the best player in the world? Far from it.
Rooney the BEST POACHER in the world so far? DEFINITELY
