ECB pitch liaison officers Tony Pigott and Jack Birkenshaw, after considering the pitch reports of the umpires and after interviewing the umpires, the captain and coach of both teams and both the Cheltenham and the Gloucestershire CCC head groundsmen, upheld the umpires' decision that the pitch had demonstrated excessive turn and should therefore be rated "poor".
An ECB statement read: "There were no circumstances relating to the preparation of the pitch that negated any penalty being imposed."
In accordance with ECB regulations, Gloucestershire have been penalised two points which will be deducted from the 2014 T20 competition.
