The England and Wales Cricket Board has also "formally reprimanded" Northamptonshire and "reminded them of their responsibilities" under board regulations after Smith spoke out in a match his club lost inside two days last month.
"Was this a good wicket? Was it a fair contest between bat and ball? No," Smith said at the time. "This should have been a showcase Division Two game between the top two teams, and it was not allowed to be."
The Manchester surface was judged satisfactory by pitch inspector Jack Birkenshaw, and the ECB subsequently considered Northamptonshire's stance via its cricket discipline commission.
