Both sides struggled in front of goal as the Spireites were held to a goalless draw by relegation-threatened Aldershot.
Both teams could have won it in the closing minutes with Marc Richards denied by Jamie Young before Sonny Bradley met a Danny Rose corner but his header was cleared off the line by substitute Danny Whitaker.
Cook said: "We were very poor in the first half and didn't get going at all but we started the second half really well and had two or three shots in the first few minutes. I thought we could go on and win the game but on the balance of play it's probably a fair result.
"At the minute defensively we are not doing a great deal wrong but we are not scoring, it's obvious to everybody.
"For the last three or four years it's been Jack Lester, without a shadow of a doubt who gets the goals but he can't go on being the one, others have got to step up to the plate and at the minute it's not happening.
"We are not looking for any excuses or sympathy for why we are not winning, the simple facts are we are not scoring. We are trying to play everyone we've got but it's not working at the moment.
"So we keep working away, we keep practising and doing the things that will make it happen. And eventually when we do start scoring the likelihood is we will win games."
