The Pools striker, who forced a fine save from Robins keeper Scott Brown early in the match, struck in 53rd and 71st minute to cancel out Cheltenham's Jermaine McGlashan's fourth minute opener and Kemar Roofe's first goal for the club.
"We got back into the game by Franksie having a gamble," said Cooper, who has not seen his side win away from home since the middle of October.
"I thought he really enjoyed his chance through the middle, because that is where he wants to play, he took his chances nicely.
"The goalkeeper made an excellent save for one, he could have comfortably had a hat-trick and that's really good. Luke (James) has taken a few batterings and Franksie has been champing at the bit."
Cooper was pleased with the way his side came back into the match having fallen behind so early on.
He added: "I have to say we exerted pressure, we looked very nervous early on.
"I said to them at half-time, have you got in you to bring back, it wasn't pretty, but we got back into the game putting their defence under pressure."
Cheltenham boss Mark Yates was left to rue the fact that his side had thrown away a two-goal lead at home.
The Robins have now stretched their unbeaten run in the league to nine matches but the home manager felt it was points dropped.
"It felt like a defeat." he said. "The first goal we conceded took the wind out of sails.
"The conditions were tricky, it was windy, bouncy and blowing a gale straight down the middle of the pitch.
"Jermaine and Kemar caused them all sorts of trouble in the first half and the players are saying all the right things in the dressing room at half-time.
"We were doing everything well, we competed, but once we conceded that first goal, we stopped doing that.
"The goals we let in were poor on our part, but I'll take the point and move on to the next match.
"We are desperate for three points, we nearly got it, but in the second-half we didn't play the conditions as we would have wanted.
"We got caught by two bad goals and it has cost us a couple of points."
