Doncaster defender Spurr, 25, joins on a two-year deal and Rovers boss Gary Bowyer is delighted to have pushed the move through.
"First and foremost, we are delighted that Tommy has agreed to join us, as there were several clubs chasing his signature," he told the club's official website.
"He has had a good upbringing in terms of where he learned his trade, in the Championship and League One, so he knows the demands of what is required at this level."
Rovers have also added Hull midfielder Cairney, 22, on a six-month loan deal which will see him stay at Ewood Park until January.
The Scotland Under-21 international has made 70 appearances for the Tigers, including 14 in the Premier League.
