According to figures published by the Football League on Friday morning Rovers, who finished 17th, committed a whopping B£3,538,034 to agents.
The next biggest spenders were champions Cardiff, who forked out B£1,836,193, while second-placed Hull spent B£929,535 and Crystal Palace, who were promoted via the play-offs, B£1,345,913.
While that could be seen as money well spent Wolves, who were relegated, spent the third-highest total of B£1,676,300.
Blackpool, who currently top the table, were the only team in the division not to hand any money to agents last season.
