France right-back Debuchy impressed greatly during Euro 2012, and Newcastle United lead the race for his signature.
The 26-year-old has already expressed his intention to leave, and will discuss his options with Garcia when he joins up with the rest of the Lille squad this weekend.
"Everything is clear from Mathieu," said Garcia. "He will be here Saturday so we can chat in person rather than on the phone.
"We are looking for a replacement who will not lower the level of the team. He is one of the best in Europe.
"We do not intend to put up a fight with the player over his decision. He can go wherever he wants if his replacement is found."
Portuguese right-back Jose Bosingwa, who is a free agent after his contract at Chelsea expired, and Troyes defender Djibril Sidibe were identified as possible replacements by Garcia, among others.
