Jaguars' Tom Coughlin unclear what 'voluntary' means, wants Jalen Ramsey at offseason program

Every NFL team, save the New Orleans Saints, has officially started Phase One of its offseason program.

Per Article 21of the Collective Bargaining Agreement, “each club’s official, voluntary nine-week program” is conducted in three phases. Phase One is strictly conditioning and strength work and rehab.

Key word in the above sentence: voluntary.

Tom Coughlin unclear on ‘voluntary’

But at their annual “State of the Franchise” event on Thursday morning, Jacksonville Jaguars vice president of football operations Tom Coughlin noted that the team doesn’t have perfect attendance this week.

He added, “Quite frankly, all of our players should be here.”

Coach Doug Marrone told reporters on Wednesday that cornerback Jalen Ramsey and linebacker Telvin Smith were not taking part in the team workouts.

Marrone did note that the workouts aren’t mandatory, and said he tries not “to concern myself with things that are out of my control.”

Of course Coughlin and Marrone want all of the Jaguars present, but players miss voluntary workouts for all kinds of reasons, and, well, they’re voluntary. If Ramsey and Smith are using their own money to keep working out with their own respective trainers, is that such a terrible thing?

Ramsey: ‘Motivated like never before’

Ramsey, at least, seemed to get wind of Marrone’s comments.

On Wednesday evening he took to social media, posting video of himself running on a treadmill to his Instagram feed as a story, captioning it, “Daily...Motivated like never before I promise.”

Heading into his fourth season, Ramsey has been named to the last two Pro Bowls and was named first-team All-Pro in 2017.
