The Rome club lie third in Serie A, which puts them in the final Champions League qualifying slot after Italy’s allocation was reduced from four teams from the 2012-13 campaign.
And if they fight off the challenge of Napoli, who are three points behind them, Lotito says the good times will return to Rome.
"I'm convinced Lazio can fight with all the other teams," the flamboyant Lotito said.
"Every game has its own story but we are in charge of our own destiny. We have nine games, nine finals.
"Next year Lazio will buy three or four top players."
Lazio had suffered financial problems in recent season but, despite a strained relationship with Lotito, head coach Edy Reja has turned the Biancocelesti from relegation battlers to European candidates.
