FIFA have banned Barcelona from transferring players in the next two transfer windows due to breaches in their recent international transfers and registration of players under the age of 18.

The ruling means that Barcelona are prevented from either buying or selling players until the summer of 2015.

Ter Stegen has long been touted as the replacement for Barca number one Victor Valdes who is set to leave the club at the end of the season when his contract expires.

Gladbach sporting director Max Eberl’s seemed to confirm the move when he stated last month that the 21-year-old German would “definitely move abroad” at the end of the season.

However, the announcement of the ban appears a considerable obstacle to Ter Stegen’s hopes of moving to the Camp Nou.

But the Germany international remains adamant that he will leave Gladbach in the summer, telling German tabloid Express: “I have heard nothing about this, and I don’t know what you want from me now.

"I don’t want to make any comments. It’s fact that I’ll be leaving Borussia in the summer.”

The formalities of the deal may have already been signed, allowing for the keeper to move on a technicality – something that his agent, Gerd vom Bruch, hinted at in quotes run on German website Sportschau.

“You can assume that Ter Stegen will not be out of work,” vom Bruch said.

“I am not a lawyer, but the question is if signed contracts are still valid or if they come under the transfer ban. Although Marc-Andre still has a valid contract at Borussia, I can’t imagine that he will stay.”
