Frenzel, second in yesterday's individual event, held off France's Jason Lamy Chappuis, his nearest rival in the individual standings, in a close finish at next year's Olympic venue.
Manuel Faisst kept Germany in the race with a solid first leg and those that followed set up Frenzel's last leg head-to-head with his main rival on the circuit.
But Lamy Chappuis never really contested the final sprint as France finished 2.7 seconds behind Germany's winning 51:23.30 time and Austria completed the top three.
