Manager Roy Hodgson is poised to start the Manchester United forward for the first time in his brief tenure in the job.
Since Hodgson took over last month, England have won three of their four matches and drawn the other - with Rooney's only contribution being as a second-half substitute against Belgium.
Should Rooney be an automatic pick at the expense of a player - most likely Andy Carroll - who helped England to a 3-2 win over Sweden that gives them a great chance of qualifying from their group?
Rooney is England's most talented attacking player, and would add much-needed creativity to the side as well as goals - he scored 27 times in the Premier League last season.
But does it send out the right message to the rest of the squad that, despite their hard work, they will still be dropped as soon as someone better is available?
