The 31-year-old Lima, who has spent the 2013 season with South Sydney, has signed a three-year contract with the Perpignan club.
"We were looking for a high-profile player to replace Remi Casty in the pack and we are really satisfied to sign Jeff Lima," said Catalan chief executive Christophe Jouffret.
"He has valuable experience of the NRL and the Super League and he will be a great addition to our squad."
Casty is leaving France at the end of the World Cup to link up with former Dragons coach Trent Robinson at Sydney Roosters on a two-year deal.
Lima, who played in the NRL with Wests Tigers and Melbourne before moving to Super League, won the Lance Todd Trophy as man of the match in Wigan's Challenge Cup final win over Leeds in 2012.
That was in addition to 61 Super League appearances for the Warriors while he made 20 appearances for the Rabbitohs in 2013.
Catalan coach Laurent Frayssinous said: "Jeff Lima fulfills all the criteria I was looking for. He is a consistent and aggressive prop and a real leader both on and off the field.
"The negotiations to sign him were hard but I'm delighted to sign a such quality player.
"He is a respected player in the Super League and NRL and he has a great experience of the big games. He will bring us a lot during the next three seasons."
Lima won six caps with New Zealand and played for Samoa in their 2013 Test match against Tonga.
