The 31-year-old arrives at the Amex Stadium on a free transfer, signing a two-year deal with the Championship club.
Saltor made 17 appearances for Valencia last season, including both legs of their Europa League knockout encounter against Stoke.
He is reunited with ex-Valencia playmaker Vicente Rodriguez, who will remain on the south coast this summer after signing a one-year extension to his contract on the same day.
Boss Gus Poyet told the club's official website: "Bruno has a great amount of top-level experience in La Liga, the Champions League and the Europa League, and to bring a player of his quality is a coup for us.
"He will give us competition at right-back, along with Inigo Calderon, and the pair of them give us great options in that position."
