Italy forward Balotelli is set to complete his switch to Milan this week, two-and-a-half years after departing their city rivals for a move to Manchester City.
“I have to be honest, I’m a massive Inter fan, but I have no regrets,” said Moratti.
“He’s a Milan gamble, a good signing that we couldn’t and didn’t need to make because he’s already played for us.
“It could be a good move for them. I see it as a useful operation for Milan president Silvio Berlusconi for a thousand reasons. We’ll see how it ends.”
Inter have landed Ezequiel Schelotto of Atalanta and Stuttgart’s Zdravko Kuzmanovic in the transfer window, but have not ruled out doing some late business.
“I don’t know if our transfer market will come to an end with these signings," he said.
