The 19-year-old enjoyed a successful bow for the senior British team at the US Open meet back in August winning silver in the 800m freestyle in Indianapolis.
He will now compete at his maiden major senior international event after being selected as part of an 18-strong British team for the European Championships last month.
And, with the likes of Hannah Miley, a winner of four European short course medals including gold in 2009, headlining the team, Burnell wants to return from France weighed down with knowledge.
"I am very excited to be competing at my first major international competition," said Burnell, who won bronze in the 1500m freestyle at the British Championships back in March.
"I have lowered my personal best in the 1500m freestyle three times this year and I want to continue my good work in this competition.
"There are a lot of experienced members of the team and I want to learn as much as I can from them about how to cope with the competition environment.
"I've been in heavy training for the past two months so I am looking forward to seeing where I am with it and how I can move it forward after the meet."
