Manchester United will be among those in the hunt too, as they were when the teenager left Birmingham two years ago.
Former Birmingham City CEO Xuandong Ren has revealed Sir Alex Ferguson was among those involved in attempting to persaude Bellingham to make the move to Manchester.
“Manchester United offered twice as much as the rest of the clubs, they even brought him together with Ferguson, Cantona and Solskjaer to convince him,” he told Mundo Deportivo.

Tottenham told only £39.7m would seal Pedro Porro deal

Sporting manager Ruben Amorim insists Tottenham target Pedro Porro will only be allowed to leave should his release clause be met.
Spurs have watched the former Manchester City youngster and are keen to strengthen at right-back, with neither Emerson Royal nor Matt Doherty proving overly convincing.
Djed Spence, meanwhile, has been handed only 26 minutes of competition action since his summer move from Middlesbrough.
Porro, who played against Spurs in the Champions League, has excelled as an attacking full-back this season, registering nine assists in 20 club appearances.
The 23-year-old was on the books at City between 2019 and 2022 but did not make a senior appearance.
There is believed to be a release clause worth around £39.7m in his contract with the Lisbon giants.
Whether or not Spurs are prepared to match that remains to be seen but Amorim vowed to keep a hold of the player if the clause is not activated.
“With regard to Pedro Porro, we know that there are players in our team who, because of what they have done, are now wanted by other clubs,” he said at a press conference.
“We had this problem in the summer too.
“What I was told is that he can only leave if the clause is triggered. And if the clause is triggered, there is nothing we can do.
“He is playing really well. Like me, he is living one of the best moments of his career and he is only focused on Sporting.
“We are prepared for anything and we know that there are clubs who can pay the clause. But, until that happens, I think Pedro is safe.”

The Ukraine international is Mikel Arteta’s top target ahead of the January transfer window as the club look to bring in at least a wide-forward to continue their Premier League title challenge.
A £55m offer has already been rejected, with Shakhtar publicly saying they were looking for the kind of money that took Jack Grealish to Manchester City in 2021 in order to sell.
Mudryk himself hinted he would be open to a move to the Emirates Stadium by watching the Gunners in action against West Ham.
Joao Felix is another to have been linked with a move to the Premier League and Standard Sport understands Atletico Madrid would be open to his exit, though Arsenal’s interest in Mudryk dates back to the summer window.
The 21-year-old has scored ten goals while registering eight assists in 18 club appearances this season as talks between the two clubs continue.
In comments published on Shakhtar’s official website, Palkin said: “Negotiations are continuing. We receive offers, but they are not the ones we would like to see on our table.
“Now, literally in 5 minutes, I will have a phone conversation with Arsenal. We are open to negotiations, ready to exchange ideas and figures. If we will agree, then let it be so.
“If we will not, then let it be another time.”
