Premier League clears clubs of PSR breaches but Leicester dispute rolls on
The Premier League has issued a clean bill of financial health to clubs who had been at risk of breaching profitability and sustainability rules (PSR).
Leicester City could face intervention yet, however, with a dispute over whether the league had jurisdiction over the club’s finances for their year spent in the Championship continuing to be worked out.
Clubs who had recorded aggregate losses over the 2021-22 and 2022-23 seasons were required to submit their PSR assessments for the 2023-24 season by 31 December, with the league promising a verdict 14 days later. Clubs are obliged to limit financial losses to a maximum of £105m over a three-year period.

Everton and Nottingham Forest, who suffered points deductions for PSR failings last season, were reported to be facing scrutiny alongside Leicester and Chelsea but all are deemed to have complied with the rules.
Leicester were served with PSR charges over the three-year period that ended in the 2022-23 season but saw those charges rejected on appeal. An independent commission accepted that because Leicester were relegated at the end of that season they were not a Premier League club when they submitted their accounts on 30 June 2023, which left some income outside the scope of the league’s rules.
The league has appealed against that decision and said in a statement on Tuesday: “Issues as to the jurisdiction of the Premier League over Leicester City Football Club in relation to PSR compliance are currently the subject of confidential arbitration proceedings. Accordingly, neither the league nor the club will make any further comment at this stage about any aspect of the club’s compliance or otherwise with any of the PSR or related rules, save to say that no complaint has been brought against Leicester by the league for any breach of the PSRs for the period ending season 2023-24.”
