He began his career at Football Radar, where he became Head of Football Analysis, and will now be tasked with leading Swansea's recruitment strategy.
In a statement, the club said: "Swansea City AFC is delighted to announce the appointment of Richard Montague as the club's new Director of Football. Richard, who previously served as the Executive Director at Notts County, will officially join the Swans on Tuesday, 18th February.
"In his new role, Richard will be responsible for overseeing all football operations and spearheading the club's recruitment strategy. His extensive experience and proven track record in football make him a key addition to the Swansea City family.
"Richard’s deep understanding of data analytics and his first-hand knowledge of the football industry and operations make him the outstanding candidate for this role. We look forward to him starting his new duties at Swansea City."
Williams still monitoring free agent market
Luke Williams says Swansea City are still monitoring the free agent market - but says there isn't anything imminent in terms of fresh arrivals.
The Swans boss has already confirmed that the club have identified unattached players of interest, but it seems the club aren't yet close anything at this stage.
"There's nothing at the moment at the moment that's close to being done," Williams said ahead of Wednesday's visit of Sheffield Wednesday.
"But we're aware of a number of players. We keep monitoring that space because that's the sensible thing to do. To make sure you don't miss any good opportunities because they do come up.
"But there's nothing I can report at the moment."
It's understood the club were offered the chance to sign former Manchester United defender Timothy Fosu-Mensah during the January window, but despite tentative talks, a move doesn't appear to be on the cards at this stage.
Williams backs Grimes for Wales
Luke Williams has thrown his backing behind attempts by the FAW to cap Matt Grimes for Wales.
Welsh football bosses are looking to change the rules around eligibility for players in the home nations so that any player over the age of 18 registered with a Welsh club for at least five years can become eligible to represent Wales.
Grimes would fit that criteria, having spent 10 years with the Swans before leaving for Coventry City in January.
Williams has made his admiration for the 29-year-old, and says Wales would stand to benefit if there was a chance of capping him.
"I think that would be fantastic for him and for the national team," Williams said. "I think he's a really outstanding player and he knows the majority of that squad very well because he's played with most of the players in the squad.
"So I think it'll be a very positive thing all round."

Darling return prompts selection headache ahead of Owls test
Luke Williams says Harry Darling is ready to slot straight back into his Swansea City line-up.
Darling is poised to make his return to action for the Swans on Wednesday night as they host Sheffield Wednesday, having previously served a three-match suspension.
It means Williams has more or less a full squad to choose from, with Joe Allen and Kristian Pedersen the only absentees.
“We are all okay, we have pretty much got a clean bill of health. We have everyone other than Joe and KP," Williams said.
“Harry is back in the mix. Of course we are really happy to have him back. He is a really good player for us and the more players we have available the better.
“He is fit and available to play.”
However, the Swans boss admits he could have a selection headache on his hands, after Ben Cabango, Kyle Naughton and Hannes Delcroix all impressed in the win over Bristol City on Sunday.
“We will have to see, I thought Kyle Naughton was exceptional to be honest.
“We’ve got a way to go for us to be very well versed in this formation, but already I can see some positive signs. We have got that option now because we can play a back four, but we also have an option that gives us more flexibility.”
