For Paul Hurst, the ambitious Shrewsbury Town manager, Sunday afternoon’s League One play-off final is the football equivalent of a Casablanca moment: of all the teams in all the world, he had to be drawn against Rotherham. The club revealed on Monday it had submitted plans for a pilot of so-called rail seating at their home back in October, something which could have heralded the return of authorised standing to the Premier League as early as next season. But they said their application was blocked by sports minister Tracey Crouch, who ruled out any changes to legislation introduced in the wake of the Hillsborough disaster that forces all teams in the top two divisions of English football to play at all-seater grounds. West Brom’s pilot scheme would have meant 3,600 seats in the Smethwick End being converted to those that could be attached to railings and locked into an upright position. Crouch’s decision was branded “surprising” and “disappointing” by Albion director of Operations Mark Miles, who led the proposal. Requesting a review of the verdict, Miles argued rail seating would be safer for spectators than traditional seats in a section of the stadium where persistent standing was common. “I think the minister has taken a short-sighted view and is preventing the club from creating a safer environment for supporters,” said Miles, who examined safe-standing areas at Celtic and Bundesliga club TSG 1899 Hoffenheim while researching solutions to West Brom’s persistent-standing problem. “The all-seater policy was developed over 25 years ago and football is a very different place now. “The system we proposed is well tested across Europe and has also worked successfully at Celtic, who are governed by different legislation than in England and Wales. We were prepared to run a pilot which would enable the club to gather data and feed back to further inform us in the issue of crowd safety. “But I have become convinced that rail seating would enhance safety. The club is extremely disappointed with this decision and we have written back requesting a review.” Last summer, League One side Shrewsbury Town became the first English club to apply to introduce safe standing to their ground, with the aim of fitting rail seats in a section of one stand before the end of the season.
