S.Korea: Pyongyang has finished prep for nuclear test

Some lawmakers were seen holding up signs calling on the president to apologise for his use of inappropriate language in reference to the National Assembly during his trip to New York last month.

The main opposition Democratic Party of Korea boycotted the speech in protest of what it called “suppression of the opposition”, leaving many empty seats at the event. It was the first such boycott of a president’s budget speech in South Korea’s history, said Yonhap news agency.
